The best legal and policy minds in Washington will battle for the right to boast that they are the masters of the most important Internet policy and law issues of our time.

The competition will be fierce. Can you handle it?

For the third year running, the Internet Law & Policy Foundry is bringing together attorneys and summer associates from local firms, government lawyers, regulators, and policymakers, and policy analysts and in-house counsel from major tech companies to go head to head in a battle of minds. The Foundry is rapidly growing movement of Internet law and policy professionals whose goal is to be a platform for constructive debate, network-building, and professional development for emerging and early-career attorneys and policy analysts who are passionate abut development of Internet law and policy (but this event is open to professionals of all levels of experience).

Questions will range from serious to absurd, all focusing on the wonderful world of Internet governance, privacy, free speech, intellectual property law, and cutting edge technology. The evening will be emceed by renowned cyberlaw quiz master Kurt Opsahl, Deputy Executive Director and General Counsel of the Electronic Frontier Foundation, who presides over EFF’s famed Cyberlaw Pub Trivia.

Form an expert team with your colleagues, or an agile, multidisciplinary group with friends (~6 people per team, 8 max). Don’t have a team? No problem — we’ll help bring together cool and competitive groups, and you’ll get to met some new people. There will be multiple rounds of questions, plus a few tiebreakers if necessary.

And if you win? Well, you’ll have bragging rights around the Beltway for the rest of the year.

The U.S.-EU Privacy Shield framework, the agreement between the U.S. government and the European Commission that enables continued flows of commercial data from Europe to the United States, is undergoing its first annual review by the Commission and other European institutions. In the U.S., the Trump administration has affirmed support for the framework and its essential pillars, while simultaneously pursuing foreign policies and privacy policies that cause alarm to some Europeans. What will be the outcome of the EU Commission’s review, scheduled to be completed by September, and how will the actions of the Trump administration affect the future of data transfers?

On July 19, Governance Studies at Brookings will host a leading member of the European Parliament on privacy and data protections issues, Jan Philipp Albrecht, to discuss views of the Privacy Shield and consumer data privacy more broadly. How well has the Privacy Shield functioned since it was adopted in July 2016? How might other geopolitical events impact the future of trans-Atlantic data transfers? And what emerging threats pose the greatest risk to data protection in the EU and U.S.?

This workshop addresses various topics and implications related to the transformation of society through digitalization. Over the span of a short time, the world gained vast access to mobile devices, applications, different social networks and cloud services that require more and more connectivity. Computing systems and digitalization are becoming more pervasive and essential to every facet of our lives.

Despite the increasing comfort and efficiency provided through digitalization, this development has a dark side. Our computer systems increasingly store and process sensitive data. They have become attractive targets of various attacks in the promise land of Internet of Everything: They create new levels of monitoring for collecting user profiles, mass surveillance but also sousveillance through users themselves. With the rising number of users, social networks are becoming anti-social. They are used by terrorists and extremists as platforms for hate messages and incitement, by state actors for propaganda and disinformation, and by criminals for fraud. Our society is still in the middle of understanding the magnitude of digitalization and its effects, while the opportunities of new technologies and negative effects are still expanding at the same time.

In this workshop researchers, experts and practitioners will focus on the impact patterns of the above mentioned consequences through current examples as well as a critical assessment and evaluation of debated solutions.

The state of California has a long standing tradition for landmark and forward-thinking privacy laws, often leading the way in passing new and updating existing privacy standards within the United States.

California was one of the first states to provide an express right of privacy in its constitution, was the first state to enact breach-notification legislation and is currently the only state to require a privacy policy. As a result, many companies use California’s standards as their baseline.

SIIA and the Future of Privacy Forum (FPF) are partnering to present a pre-conference “Student Privacy Boot Camp” for K-12 ed tech companies. Individuals registered for EIS need only submit an additional RSVP to attend.

The goal of the training program is to gather ed tech companies – startups, small- and medium-sized companies – for detailed legal and policy presentations to help them understand the regulatory requirements and industry best practices to properly handle student educational data in a complex and rapidly changing environment.

Presenters and panelists come from individual schools or districts, the Department of Education, and a variety of education-focused advocacy and policy organizations.

As mobile devices become smaller and more ubiquitous, healthcare-enabled hardware integrates easier and free social services continue to become more sophisticated our privacy and security settings constantly need to be updated and Terms of Use reviewed. For the average tech user, privacy updates often cross our mind after we’ve fired up our latest gadget and played with it for a while (often after providing personal information). For minority communities, however, we often think about the privacy and security concerns before or while setting up our new app or device. Most minority community members have used tech devices to overcome a lack of communication, self-identification, employment, and education, among other important issues, and have encountered numerous privacy and security vulnerabilities.

Our next event will discuss privacy and security concerns, with a specific focus on minority communities, leveraging expertise from those at the forefront of the industry.

  • Francisco R. Montero is a Managing Partner with the law firm of Fletcher, Heald & Hildreth, specializing in telecommunications, broadcasting, media and technology.  Mr. Montero’s practice includes FCC regulatory counseling, corporate finance, asset and securities acquisitions, intellectual property, and real estate and commercial transactions. Mr. Montero is well known as an early advocate for Hispanic and Spanish language media in the U.S. and Latin America.  He is on the Board of Directors of the Multicultural Media, Telecom and Internet Council (MMTC).  He also helped form and served on the boards of the American Hispanic Owned Radio Association (AHORA), the Spanish Broadcasters Association and the National Association of Minority Media Executives. Frank is the Washington, DC legal representative for the Puerto Rico Broadcasters Association and received the Association’s award for “service to the Puerto Rico radio industry”.
  • Dr. Nicol Turner-Lee is a Brookings Institute Fellow of Governance Studies, Center for Technology Innovation. Dr. Turner-Lee comes to Brookings from the Multicultural Media, Telecom and Internet Council (MMTC), a national non-for-profit organization dedicated to promoting and preserving equal opportunity and civil rights in the mass media, telecommunications, and broadband industries, where she served as vice president and chief research and policy officer.  In this role, she led the design and implementation of their research, policy, and advocacy agendas.  Her most recent White Papers at MMTC included, “A Lifeline to High-Speed Internet Access: An Economic Analysis of Administrative Costs and the Impact on Consumers” (March 2016), “Guarding Against Data Discrimination in the Internet of Everything” (September 2015), “Refocusing Broadband Policy: The New Opportunity Agenda for People of Color” (November 2013).
  • Kristal Lauren High co-founded and serves as Editor in Chief of Politic365, an online magazine focused on politics and public policy from a multicultural point of view. She also owns and operates a communications and creative engagement company, Digicon Ventures. Prior to launching Politic365, Kristal developed an expertise in broadband adoption among minority, low-income and underserved populations through her work with the Minority Media and Telecommunications Council and the Joint Center for Political and Economic Studies’ Media & Technology Institute. Kristal is a Vice President of the Charlotte NAACP. She is a former Advisory Board member of Blogging While Brown, the nation’s first conference and consortium for bloggers of color, and ColorComm, a networking and professional organization for women of color in communications. Her commentary has been featured on several media outlets, including TVOne, The Hill, RTTV, Ebony, CNN and SiriusXM.

  • Robert Traynham is a respected political veteran and communications expert, who, for nearly two decades, has designed and executed impactful programs for elected leaders, political organizations and major corporations.   Traynham is currently the vice president of communications for the Bipartisan Policy Center (BPC), working with BPC’s policy experts to advance the organization’s mission to foster workable solutions for the important challenges facing the nation. Drawing on his unique experiences and access, Traynham has been a frequent political analyst and commentator to cable TV, radio and print media outlets—including NBC, MSNBC, CNBC, CNN, NPR, XM Satellite Radio and the Philadelphia Tribune—providing insightful analysis on the American legislative process and the politics behind it.

Greg Van Kirk – Leadership Group Member. Start Empathy, Ashoka

Greg is the Co-Founder of Community Empowerment Solutions and Social Entrepreneur Corps. He is an Ashoka Lemelson Fellow, Ashoka Globalizer and was recently recognized as Schwab Foundation “Social Entrepreneur of the Year for 2012 (Latin America)” at the World Economic Forum. Greg is the innovator who designed the MicroConsignment Model. He has served as a consultant for organizations such as USAID, Chemonics, VisionSpring, Soros Foundation, Church World Service, Inter-American Development Bank, IFC, Water For People and Fundacion Paraguaya in the US, Latin America and Africa. Greg also contributes time as “Social Entrepreneur in Residence” and has recently worked with Columbia University, NYU, Marquette University, Indiana University, University of San Diego and Arizona State University. He is a senior advisor for AshokaU. He has taught social entrepreneurship at Columbia University and NYU Wagner. Greg began working in rural small business development as a Guatemala Peace Corps volunteer in 2001. He worked in investment banking for five years before arriving in Guatemala. Two deals he led at UBS during this time won “Deal of the Year” honors from Structured Finance International magazine.

Jill Vialet – CEO and Founder, Playworks

CEO and Founder Jill Vialet has worked for more than 30 years in the nonprofit sector. In 1996, Vialet launched Playworks with two schools in Berkeley, California. Currently, the organization brings play and physical activities to children across the country, with offices in 23 cities. With a staff of 700, this year Playworks will reach 900,000 students through on-site coaches, professional training, and consultative partnership, serving 1,800 schools and youth-serving organizations. Prior to Playworks, Vialet founded the Museum of Children’s Art(MOCHA) in Oakland, California. She served as the executive director at MOCHA for nine years, ultimately expanding its programs to reach 20,000 young people each year.

Vialet graduated from Harvard University where she studied medical sociology, played rugby, and became actively involved with Harvard’s service-learning community. Vialet was a Eureka Fellow from 2000 to 2001 and in 2004 she was selected as an Ashoka Fellow. In 2009, Vialet and Playworks were selected as a member of the Clinton Global Initiative. In 2011, Jill was named by Forbes magazine as one of the top 30 leading social entrepreneurs and recognized by the Women’s Sports Foundation as one of 40 Women Leaders in honor of the anniversary of Title IX. In 2013, Jill was awarded the James Irvine Leadership Award and in 2014, Jill received the Pahara Aspen Education Fellowship.

Punit Aggarwal – Head of Entrepreneur Development, Google

Punit Aggarwal is Head of Entrepreneur Development at Google where he focuses on coaching acquired founders, developing leadership talent and teaching courses to enhance executive presence, wellbeing and emotional intelligence. Previously, he led Google’s global team of 20+ leadership talent acquisition professionals.

In addition to his role at Google, Punit is also an Advisor at the Founder Bay organization which provides a suite of leadership development services designed to encourage and challenge leaders to achieve their true potential, live their best lives and have maximum impact in the world.

Earlier in his career, Punit was an Executive Search Consultant in the Silicon Valley and Los Angeles offices of Korn Ferry, where he conducted senior-level assignments, including many C-suite roles, within the Global Technology and Media & Entertainment practices.

Prior to Korn Ferry, Punit was a Management Consultant with Deloitte Consulting, where he focused on strategy and operations across a wide array of industries. He also worked at a Silicon Valley start-up and in the United Kingdom for a leading mobile services provider overseeing a brand portfolio with P&L responsibility. Punit has spoken at Stanford University, Berkeley University and private audiences.

Punit holds a BA in Economics with honors from the University of Manchester and an MBA from the University of Southern California. He has served on the corporate advisory board for the Center for Management Communication at the USC Marshall School of Business. A London native, he and his wife reside in Northern California.

Steve Omohundro – President, Possibilities Research

Steve has been a scientist, professor, author, software architect, and entrepreneur doing research that explores the interface between mind and matter. He has degrees in Physics and Mathematics from Stanford and a Ph.D. in Physics from U.C. Berkeley. He was a computer science professor at the University of Illinois at Champaign-Urbana and cofounded the Center for Complex Systems Research. He published the book “Geometric Perturbation Theory in Physics”, designed the programming languages StarLisp and Sather, wrote the 3D graphics system for Mathematica, invented many new learning algorithms (including manifold learning, model merging, bumptrees, and family discovery), and built systems which learn to read lips, control robots, and induce grammars. He is president of Possibility Research and Self-Aware Systems, a think tank working to ensure that intelligent technologies have a positive impact. His work on positive intelligent technologies was featured in James Barrat’s book “Our Final Invention” and has generated international interest. He serves on the advisory boards of the Cryptocurrency Research Group, the Institute for Blockchain Studies, Dfinity Cryptocurrency, and the AI startup Cognitalk. Steve is an award-winning teacher and has given hundreds of talks around the world. Some of his talks and scientific papers are available here. He holds the vision that new technologies can help humanity create a more compassionate, peaceful, and life-serving world.
